White Rock and South Surrey's waterfront take airborne chloride year-round rather than in winter bursts, which changes the arithmetic. On a deck that only sees road salt, chloride arrives for a few months a year. On the oceanfront it arrives constantly, so concrete cover over reinforcing steel is consumed faster and the useful life of an under-specified system is shorter.

Much of the building stock here is also older, with thinner cover than current practice would require. That combination — thin cover plus continuous chloride — is why we see spalling in White Rock on buildings that would still look fine inland.

The steep hillside adds a practical problem. Ramps and driveways are among the steepest in the region, which puts real shear into the wearing surface and makes wet slip resistance a genuine safety specification rather than a box to tick.

Salt air changes the arithmetic

White Rock is a small municipality with an unusually demanding exposure. Sitting on the Semiahmoo peninsula with the sea on one side, buildings here take airborne chloride year-round rather than only in the weeks when road salt is down. For exposed concrete — parkade entries, roof decks, balconies, walkways above the beach — that is a continuous corrosion driver rather than a seasonal one.

Chloride is the mechanism worth understanding, because it is invisible until it is expensive. It travels through cracked or uncoated concrete to the reinforcing steel, the steel corrodes, and corroding steel expands and spalls the concrete off around it. On a coastal building the arrival time for that process is shorter than the same building inland, which moves waterproofing from a maintenance item to a protection one.

The topography compounds it. The hillside above Marine Drive is steep enough that many buildings sit on stepped or terraced structures with parking tucked under occupied space, and drainage runs are short and sharp. Detailing at drains, upstands and transitions is where those decks succeed or fail — far more than the wear coat that gets specified in the tender.

The building stock

Ageing strata on the hill, hospitality on the waterfront

White Rock's coating work is dominated by two building types. The first is the residential strata stock on the hill, much of it now old enough that first- or second-generation parkade membranes are due. Where those parkades sit on suspended slabs — and most of the stepped hillside buildings do — the system has to move with the deck, which is the distinction we set out in traffic membrane versus epoxy on a suspended slab. Strata councils working from a depreciation report usually find the parkade sitting in it as a line item well before anyone has looked at the deck itself.

The second is the waterfront commercial and hospitality strip along Marine Drive, where floors have to survive sand, salt and constant foot traffic while staying presentable and staying open. Phasing matters more than raw speed for that work: a business that cannot close does not need the fastest system, it needs the one that can be installed in sections around trading hours.

Because White Rock is compact and hemmed in by South Surrey, we usually schedule work here alongside jobs in the surrounding area — which keeps mobilisation proportionate on what are often smaller decks than we would see in Burnaby or Vancouver.

We are right by the ocean. Does salt air shorten a coating's life?

The coating itself holds up; the concrete underneath is what marine exposure attacks. Airborne chlorides penetrate concrete and corrode reinforcing steel over time, the same mechanism as road salt but continuous. On White Rock and South Surrey waterfront buildings we look particularly closely at existing concrete condition, because the repair scope is more often the surprise than the membrane.

Our building is on the hill with a steep ramp. Is that harder?

Steeper ramps take higher shear load from turning and braking vehicles, so they need heavier detailing and an intermediate coat rather than the same build-up as a flat deck. Steep ramps also cannot usually close during the day without cutting the building off, so ramp work often runs at night. Both are normal — they just have to be priced and scheduled honestly.

We are a small oceanfront strata. Is our job too small?

Probably not. Single-level garages and roof decks over parking are normal work for us. The thing worth knowing is that mobilisation is a bigger share of a small job, so if there is joint work, concrete repair or a deck due in the next couple of years, doing it in one visit costs meaningfully less than three separate ones.
