White Rock and South Surrey's waterfront take airborne chloride year-round rather than in winter bursts, which changes the arithmetic. On a deck that only sees road salt, chloride arrives for a few months a year. On the oceanfront it arrives constantly, so concrete cover over reinforcing steel is consumed faster and the useful life of an under-specified system is shorter.
Much of the building stock here is also older, with thinner cover than current practice would require. That combination — thin cover plus continuous chloride — is why we see spalling in White Rock on buildings that would still look fine inland.
The steep hillside adds a practical problem. Ramps and driveways are among the steepest in the region, which puts real shear into the wearing surface and makes wet slip resistance a genuine safety specification rather than a box to tick.
